Half the world will not accept carbon caps, but they might accept minimum carbon prices. A carbon price will not put a lid on growth in developing countries. It could be set lower for poor countries, and it could be focused on reducing oil prices. Even if the world does not yet have the will to stop global warming it may gain that will if lower oil prices are thrown into the bargain. Political will is best renewed with a dollop of financial self interest.
