George W. Bush, 2005.
Everyone wants to help decorate the Christmas tree—and that makes it all the merrier. But if you buy a thorn bush instead of a fir tree, decorating won’t fix the problem.
The core energy policies aren’t just the biggest decorations, they support, organize and harmonize all the others. In fact, the core energy policies won’t directly save any energy at all—they just motivate the savings. They won’t turn out the lights when you leave the room, or build a more fuel-efficient car. But they encourages every such change, in just the right proportion. That’s why change happens.
