Access and Equal Opportunity: Recent years have seen little progress towards lessening the "achievement gap" — the marked difference in academic achievement that has distinguished low-income and minority students.
College Affordability: Costs are up, and aid relative to cost is down, making college an increasingly burdensome endeavor, especially for low-income families. According to the College Board, the ratio of price to income for low-income families jumped to 71 percent in 2003-04.
