How the Retirement System Works. The pension system is a creature of the tax code.  Congress gives employers and workers tax incentives to save money for retirement.

What's Wrong with the Retirement System. The pension system has 2 primary problems.  First, not enough workers get pensions.  Second, those that do get plans requiring them to save first to earn an employer contribution but no one knows if these plans can produce enough savings for retirement.

Bush Plans for Saving and Retirement. For the second year in a row, Bush has proposed drastic changes in how Americans save.  Here are his plans and what they would mean.

Other Ways to Improve Pensions.  There are alternatives to the Bush plan.  The Pension Rights Center has brought together 45 pension experts to help change the retirement system to include more workers and generate more savings.  Here's what they think could be done.
