The OECD stands for Organization for Economic Co-operation and Development. The OECD orginated in 1961 with 20 countries sharing a commitment to a democratic government and a market economy. There are now 30 member countries and ties with 70 non-member countries. It is a leader in cross-national research in topics such as economics, pensions, health, education, and child care. OECD reports have a huge impact on the policies of all industrial countries, using "peer review and pressure" (OECD) to promote international policy objectives.

What is meant by 'Base Year'?
The year for which prices are used for expressing and weighting data at constant prices. This graph uses 2003 as the base year, which means that it has a weight of 1.0
Example: The 1995 CPI had a value of .82 compared to the base year of 2003. Nominal Federal Funding on Head Start was $3.53 billion in 1995. But to get the constant real value in terms of 2003 dollars we do the following: $3.53/.82 = $4.27 billion dollars.
