The entire US intelligence community reported in April that in Iraq a new generation of terrorists... [is] breeding resentment of US and support for global jihad...[and] fueling the spread of the jihadists. They would never have said this if it were not true.
 
 
  Here are the six points published by Bush's Director of National Intelligence in a concensus view from all 16 US intelligence agencies. "Key Judgements," April 2006: (full report)

1.  "We assess that the Iraq jihad is shaping a new generation of terrorist leaders and operatives."
2.  "The Iraq conflict has become the “cause celebre” for jihadists, breeding a deep resentment of US involvement in the Muslim world and cultivating supporters for the global jihadist movement."
3.  "Four underlying factors are fueling the spread of the jihadist movement: (1)... (2) the Iraq 'jihad;' ..."
4.  "Al-Qa’ida, now merged with Abu Mus’ab al-Zarqawi’s network, is exploiting the situation in Iraq to attract new recruits and donors and to maintain its leadership role."
5.  "The increased role of Iraqis in managing the operations of al-Qa’ida in Iraq might lead veteran foreign jihadists to focus their efforts on external operations."
6.  "Fighters with experience in Iraq are a potential source of leadership for jihadists pursuing these tactics."

    These are the only points concerning the war's impact so far.
    They're from secret, April 2006, National Intelligence Estimate.
    They also conclude, that if we fail now it could be even worse.

Bottom line: The war made terrorism worse, got us into a terrible jam, and if we can't find some way to fix the mess, it will boost terrorism even more. They suggest no fix.

Bush said in reply: "I'm not surprised the enemy is exploiting the situation in Iraq and using it as a propaganda tool to try to recruit more people to their -- to their murderous ways."

But the report does not say "to try to." Bush got that wrong. It says "the Iraq jihad is shaping a new generation of terrorists. Al-Qa’ida is is winning supporters for the global jihadist, etc.

Bush said in reply: "I think it's naive. I think it's a mistake for people to believe that going on the offense against people that want to do harm to the American people makes us less safe."  (source)

But that's exactly what the report says happened, and it is what the 16 intelligence agencies believe. Going on the offensive in the wrong way against, against the wrong country just made things worse.
