The Section 8 program assists 2 million low-income families with children, senior citizens, and people with disabilities by providing vouchers that help cover the cost of obtaining housing on the private market. In a 2001 report by the congressionally mandated Millennial Housing Commission, Section 8 was termed the “linchpin” of federal housing policy. But Section 8, along with the 2 million low-income families and disabled individuals it serves, is at serious risk:

  • Proposed funding cuts threaten to significantly underfund the
        Section 8 program.

  • Proposed block grant structure would eliminate Section 8
        protections for low-income families.

  • Changes to HUD's policy for funding Section 8 vouchers provides
        inadequate funding to support vouchers already in use.

  • What is the big picture?

      If the President's FY 2005 budget is enacted and sweeping cuts to the Section 8 housing voucher program go through, the result would be “the deepest cut in any low-income program since the early years of the Reagan Administration,” according to Robert Greenstein, executive director of the Center on Budget and Policy Priorities.
