Bush's "course" was a unified Iraq

September 12, 2002. The United States supports political and economic liberty in a unified Iraq.
October 7, 2002. If military action is necessary, the United States and our allies will help the Iraqi people rebuild their economy and create the institutions of liberty in a unified Iraq.

Obviously, it took a little longer than we wanted, but nevertheless they are together. There is a tough Shi'a as the Prime Minister-designate. There's a Sunni rejectionist who is now reconciled with the country. And what you'll see is a democracy that will grow to be an example for others and a country that will deny safe haven to the terrorists.
