      $2.3 trillion in 'present value' means over $3.5 trillion in 2018
    $2.3 trillion in 'present value' means that if you put $2.3 trillion in the bank now it would grow to over $3.5 trillion by 2017. This value is confirmed on p. 2: "The combined assets of the OASI and DI Trust Funds are projected to increase ... to $3,556 billion at the beginning of 2012." Since 2017 is the projected peak year, the combined assets would no doubt be even greater, but a more conservative present value approach is used instead of taking the actual dollar value in the peak year.
