U.N.'s Clean-Development-Mechanism Offsets (CERs)

The U.N. Approves "Certified Emission Reductions" form developing countries like China, India and Brazil, that can be purchased by European countries instead of making their own emission reductions as otherwise required by the Kyoto Protocol.
There has been lots of trouble with these CERs. Most applications for them are scams, so compliance checking is crucial. That's why it's bad news when the U.N. had to suspend its most trusted offset checker, DNV, which checks half the offsets. Det Norske Veritas (DNV) disqualified, Dec. 1, 2008
