   Congressional Research Service

The Congressional Research Service (CRS) is the policy research arm of the US Congress. With its $80 million budget and 800 employees, it issues about 3,000 briefs, reports, short issue papers and longer position papers per year.

An arm of the Library of Congress, the Congressional Research Service is renowned for its non-partisanship and in-depth analysis, but it does not make its reports available to the public. However, it cannot prevent members of Congress from giving them out individually and some government agencies from posting reports they find relevant. Perhaps 1000 have become available on the web.

     1. Enter a keyword, phrase, or 'Order Code'.
     2. Click the button.

This will search for your keywords inside the reports. If you don't find what you want, look through the list of reports at PennyHill.com Press. If you find one you want, copy its Order Code and search for that here (e.g.  RL31250 or "98-505 GOV"). (You must use RL31250, not just 31250.)

If it's on the Web, this will find it. If not, you can pay Penny Hill $29.95.

Search tips:

Congressional Research
Congressional + Research
"Congressional Research"
Congressional Research-Report
Congressional -Research
will search for 'Congressional' or 'Research'.
will search for reports with both 'Congressional' and 'Research'.
will search for the two together in order.
will search for either 'Congressional' or "Research Report".
will search for 'Congressional', but without 'Research'.

Of course you should not search for these terms, they are already built in. Search for "terrorists" or "fruit flies"--whatever you're interested in.

* A very few scanned reports are available on the web and cannot be searched into. Sometimes these can be found by using a normal google search for their Order Code followed by '.pdf'. E.g. search for: 98-843a.pdf  in the search box below if you can't find it by number in the box above.
