  Bingaman's Mistake

Senator Reid has now declared that the Renewable Electricity Standard (RES) will be part of the carbon cap and trade bill. Bingaman, who has been heading up the RES effort, says this on his web site.
“The reasons to pass such a provision [RES} are as compelling as ever, if not more so. A renewable standard can reduce our dependence on fossil fuel sources."
Unfortunately, a carbon cap prevents this. Carbon emissions will equal the cap no matter what. If the RES builds more wind turbines and cuts fossil fuel use at a coal plant, that will free up carbon permits the some other business will use to burn more fossil fuel.
 
 
  Senate Turning to Energy Bill

Senate Majority Leader Harry Reid (D-NV): Say there will be 3 Senate energy bills:
(1) Senator Jeff Bingaman (D-NM), chair of the Senate Energy and Natural Resources Committee, will write one by mid April, for a renewable electricity standard, and energy conservation and efficiency regulations.
(2) A "smart grid" bill, to build power lines for solar and wind.
(3) After these two bills made it "easier," Senate Environment and Public Works Chairwoman Barbara Boxer (D-Calif.) will develop the cap-and-trade bill. (But Republican James Inhofe of Oklahoma, the most outspoken opponent of global warming theory is the vice chairman.)
