Carbonomics: This would have, according to the Department of Energy, reduced the world price of oil—just as it did in the 1980s. DOE discovered this in 1998 when Congress asked it how the Kyoto treaty would affect our economy. DOE also discovered that implementing the Kyoto treaty, flawed as it was, would not wreck our economy.
