Data has shown that "hit rates" (the rates at which contraband is discovered in traffic stops) are often lower for minorities than they are for whites, according to a 2003 report form the Civil Rights Education Fund.
What is Being Done?
Both the President and the Attorney General have gone on record to oppose racial profiling. But the Justice Department's policy guidance that 'bans' the practice holds little weight in practice, and even includes an exception for use of racial profiling in matters of national security (Amnesty Int'l USA ).
