• The Army has publicly identified nearly $6 billion in funding requests that did not make Bush's $402 billion defense budget for 2005, including $132 million for bolt-on vehicle armor; $879 million for combat helmets, silk-weight underwear, boots and other clothing; $21.5 million for M249 squad automatic weapons; and $27 million for ammunition magazines, night sights and ammo packs. Also unfunded: $956 million for repairing desert-damaged equipment and $102 million to replace equipment lost in combat.
• The Marine Corps' unfunded budget requests include $40 million for body armor, lightweight helmets and other equipment for "Marines engaged in the global war on terrorism," Marine Corps documents state.

Inside the United States, where the war began, we must continue to give our homeland security and law enforcement personnel every tool they need to defend us. ...to track terrorists, to disrupt their cells, and to seize their assets. For years, we have used similar provisions to catch embezzlers and drug traffickers. If these methods are good for hunting criminals, they are even more important for hunting terrorists. (more)

IRS investigation funds cut
Bush administration drops plan to increase by 50 percent number of criminal financial investigators working to disrupt finances of Al Qaeda, Hamas and other terrorist organizations to save $12 million; Internal Revenue Service had asked for 80 more criminal investigators beginning in October to join 160 it has already assigned to penetrate shadowy networks that terrorist groups use; administration does not include them in president's proposed budget for 2005 fiscal year.

• The 2005 budget underfunds No Child Left Behind by $19 million (Vermont) to over $1 billion (California). In Vermont, 21,123 students will not be in smaller classes; in California, that number is 1.1 million children.

• Overall Budget: Under Bush’s proposal, there should be a roughly $40 billion increase in Medicare each year for a decade. However, Bush’s 2004 budget proposes just $6 billion, 85% less than what would be needed to meet his goal. • Vocational/Technical Education: Bush proposed a new Secondary and Technical Education State Grant program, but funded it at only $1 billion – a cut of $307 million below his 2003 request for vocational/technical programs.
• Pell Grants: For the second straight year, Bush proposes to freeze the maximum Pell Grant at $4,000, despite record high tuitions.

• President Bush has proposed over $1.8 billion in job training and related education cuts since taking office - a loss of training opportunities for thousands of students at community colleges. This year alone (2004), the President’s latest budget proposed cuts of nearly $300 million in job training programs and $316 million in vocational education. (more)

While Bush has been traveling the country promising more money for many programs, the Office of Managment and Budget has made a list of what will be cut and why. Cuts include WIC, Headstart and many education and envirommental programs.
