Cheney's net worth, estimated to be between $30 million and $100 million , is largely derived from his post as CEO of Halliburton from 1995 till 2000. His first major assignment on becoming V.P. Was to Energy Task Force which produced the May 2001 "Report of the National Energy Policy Development Group."
The first recommendation in its Chapter 8 on "Strengthening Global Alliances" is to "make energy security a priority of our trade and foreign policy." Directly under this is a graph showing the Iraq was in, 2000, supplying the U.S. with nearly half as much Oil as Saudi Arabia. The second recommendation is that the U.S. "support initiatives by [Mid East] suppliers to open up areas of their energy sectors to foreign investment." That would be Halliburton.
The following page contains a curious one-paragraph section which makes no mention of energy. Reviewing and Reforming Sanctions "Economic sanctions include U.S. ... [and] United Nations (UN) Security Council Resolutions. Sanctions can advance important national and global security objectives and can be an important foreign policy tool, especially against nations that support terrorism or seek to acquire weapons of mass destruction." Clearly this is focussed on Iran [terrorism] and Iraq [WMD].

Iraq Would Fit the Definition of a Quagmire.

"Once you've got Baghdad, it's not clear what you do with it. It's not clear what kind of government you would put in place of the one that is currently there. ... How much credibility is that government going to have if it's set up by the United States military when it's there? ... I think to have American military forces engaged in a civil war inside Iraq would fit the definition of quagmire, and we have absolutely no desire to get bogged down in that fashion."
